Our Leadership Team
Roy Mathis
Owner, Regional Engineer
Roy is a graduate of Colorado School of Mines and has 19 years of field engineering experience in soil and slab stabilization using URETEK technologies. Mr. Mathis worked in the Specialty Concrete business from 1972 to 1996 with Patterned Concrete of Colorado and Patterned Concrete of Wyoming. Since 1996, Mr. Mathis, has served as Regional Engineer for Uretek USA and Concrete Stabilization Technologies, Inc. He has successfully completed numerous soil and slab stabilization projects in Colorado, Wyoming, Utah, and Montana. He is the recipient of American Concrete Pavement Association CO/WY and National Award for rehabilitation work.
Clint Mathis
President
Clint is Concrete Stabilization Technologies, Inc.’s President and General Manager. He has over a decade of hands-on and supervisory experience in all phases of slab restoration and polyurethane injection including repair design, injection equipment, layout and material injection, monitoring, and quality control. As a project supervisor, Clint has been involved in all aspects of repair projects for CST including soil stabilization, concrete rehabilitation, repair of slabs, roadways, foundations, and infrastructure as well as foundation underpinning applications, carbon fiber methods, and clay soil mitigation.
Our Operations Team
Tomas Ramos
Project Superintendent
Tomas is an accomplished Project Superintendent at CST, having worked his way up from Laborer to his current role since starting in 2004. With extensive experience in Transportation, Commercial, and Residential projects, he is often called upon by other Project Superintendents to provide consultation on challenging situations. Based in Salt Lake City since 2008, Tomas travels across Utah, Colorado, Montana, and Wyoming to oversee projects that require his high level of technical support. His first major project involved supervising roadway repairs on Industrial Avenue, and since then, he has been overseeing CST’s operations in Utah. Tomas is known for his keen eye for detail and unique focus on equipment, production, and crew safety.

Robert van der Hoeven P.E.
Civil and Structural Project Engineer
Robert is a Civil and Structural Project Engineer at Concrete Stabilization Technologies with over 22 years of experience in the industry. He is a licensed engineer and general contractor, specializing in repairing damaged structures and injection technologies. With an M.S. in Architectural Engineering and a B.S. in Civil Engineering Technology, Robert joined CST in 2017 and has since been providing consulting engineering services and technical project management support. He has also conducted forensic investigations, condition assessments, and designed retrofits for various structures, and has published papers and presented technical talks.
Robert Youngman, P.E.
Staff Engineer
Mr. Youngman is an experienced engineer who currently provides engineering support, project development, and consulting services for Concrete Stabilization Technologies, Inc. (CST). With a background that includes 28 years working with the CO/WY Chapter of American Concrete Pavement Association, 8 years as a private consultant, 4 years as a County Construction Engineer, and 8 years in commercial buildings project development and construction, Ron brings a wealth of experience and expertise to his role at CST. Since joining the company in 2017, Ron has been an integral part of the team, contributing to the success of a wide range of projects.
